The head of the investigation bureau's task force, Fang Guohui (played by Andy Lau), is a competent man who despises evil. While surveilling Zhou Zhaoxian (played by Leung Ka-fai) and his video game parlor, he obtains evidence of an underground casino operation and takes him to court. As Fang Guohui faces frustration, he is encouraged by TV reporter Ling Fei (played by Wu Chenjun) and Minister Feng from the Justice Department to return to work. However, Ding Zongshu has set his sights on him, planning to kill him and frame Zhou Zhaoxian—killing two birds with one stone.
