Captain America Steve Rogers (played by Chris Evans) leads a newly formed Avengers team in continuing to maintain world peace. However, during a mission, the members inadvertently cause a large number of civilian casualties, which leads to political pressure, prompting the government to decide to implement a regulatory system to manage and lead the Avengers.
