Police officer Chan Ka-chu (Jackie Chan), who is trained in SWAT, is dedicated and upright in handling cases, often neglecting his girlfriend (Maggie Cheung). During an operation, Chan arrested a major drug lord, Zhu Tao, but due to the sudden disappearance of the witness (Zhu Tao’s secretary) Selina (Brigitte Lin), he was unable to bring Zhu to justice, resulting in a demotion for Chan. In revenge, Zhu Tao, harboring resentment, plots to lure Chan to a villa where Selina is imprisoned and sends his men to kill a police officer to frame Chan, forcing him to go on the run under a police manhunt.
