In the late 1960s, tensions heightened between North and South Korea, with both sides launching frenzied espionage and assassination operations. In January 1968, Kang In-cheol (played by Lee Byung-hun) was sentenced to death for murder, but before his execution, he was suddenly summoned to a holding room to discuss the conditions for replacing the death sentence with a special military training on the remote island of Jiri. At the same time, another 30 death row inmates accepted the special forces officer's terms and were summoned to Jiri Island for a special mission. After arriving on Jiri Island by fishing boat, these 31 death row inmates were organized into the '684 North Unit' with the mission of assassinating North Korean leader Kim Il-sung, as announced by their superior, Lieutenant Choi Jae-hyun (played by Ahn Sung-ki), and they immediately began a grueling series of physical and military training.
