In the northeastern part of Japan, in the city of Yahiro, Fukushima Prefecture, a series of levee reconstruction projects is underway, while bizarre death cases are occurring one after another. Among them, a journalist from the Yahiro Daily, Tachikawa, and the mistress of a gangster, Kawasaki Akio (played by Tatsuya Nakadai), is believed to have died in a mountain road accident. Her peer, Ochi Tomoko (played by Ryo-ko Nakano), finds it suspicious and secretly begins an independent investigation. Meanwhile, an insurance company suspects that Kawasaki might be committing insurance fraud and sends a retired officer from the Self-Defense Forces, Mizusawa Koshiji (played by Ken Takakura), to investigate the matter. Mizusawa collaborates with Tomoko but faces joint obstruction from the Nakado group where Kawasaki belongs and its backer, Ooba Issei (played by Rentaro Mikuni). On the other hand, Detective Kitano (played by Isao Natsuyagi) discovers through his surveillance that Mizusawa and Tomoko, who seem unfamiliar with each other, actually have intricate connections, and their origins can be traced back to a bloody tragedy that occurred in a mountain village a year ago…
