Pierre (played by Sammo Hung) uncovers a major drug trafficking case under the leadership of his superior, Ash (played by Takeshi Kaneshiro), seizing a large amount of drugs which are stored as evidence in the police station. These drugs belong to Japanese businessman Yamamoto, who in an attempt to destroy the evidence and absolve himself, sends a gang of desperados to infiltrate the police station and retrieve the drugs.Eventually, the drugs are stolen, but the police manage to capture one of the criminals. Consequently, the gang kidnaps Pierre's girlfriend, Roushing (played by Chingmy Yau), intending to exchange her for the captured criminal. Anxious and desperate, Pierre turns to his colleague and friend Wang Yuwen (played by Yuen Biao). Despite the misunderstanding that previously caused a rift between them, they build a strong friendship through their time together. Pierre and Wang Yuwen, along with their team, infiltrate enemy territory and engage in a fierce showdown with the criminals.
