The dull-witted and reckless police officer Kanatari (played by Masakazu Tamura) comes from his hometown Ishigaki Island in Okinawa to the metropolis of Tokyo at the request of the neighbor lady to find her long-missing daughter. Meanwhile, a murder and arson case occurs in an apartment in Shinjuku, where a woman working in the adult industry is burned to a crisp. The Tokyo police determine through the scene photographs that the deceased is indeed the girl Kanatari is looking for, Mayumi Tamaki. Stubbornly, Kanatari believes the deceased is not Mayumi, and he investigates Shinjuku by himself.
