On New Year's Eve, a heavy snowstorm hits, leaving only Jack, veteran officer Jasper, and secretary Alice on duty at the 13th precinct. Recently captured mob boss Bishop (played by Laurence Fishburne) and three other criminals are being transported when the snow blocks the road, forcing the transport vehicle to take refuge at the 13th precinct. Ellicus is also stuck at the precinct. Two transport officers join in a small New Year's celebration, and suddenly, the situation takes a drastic turn when one of the transport officers is shot dead. Dozens of armed personnel surround the 13th precinct, cutting off Jack and the others from the outside world. Jack discovers police badges on the intruders and realizes they are corrupt members of the police force who have long been in league with Bishop and now want to kill to keep their actions secret. Jack has no choice but to enlist the help of the four criminals to engage in intense battles against the heavily armed corrupt officers.
