Suzanne (Juliette Binoche) is overwhelmed with the daily voice performances for a puppet show adaptation of a Chinese Yuan drama titled "The Sea Monster Seeking a Wife" and other trivial matters, especially with her husband Pierre writing a novel far away in Montreal, Canada. Their son Simon (Simon Iteanu) has become a 'burden,' so she reluctantly hires a Chinese girl, Song (Song Fang), who is studying film in Paris, to take care of Simon. While with Simon, Song keeps her hands on the camera and mentions "The Red Balloon" to Simon, who is curious about what she is filming. Suzanne's tenant Marc (Hippolyte Girardot) often makes her angry with his antics, especially since he hasn't paid rent for several months, claiming poverty as an excuse, all while leveraging his friendship with Pierre. Suzanne wishes to bring her daughter Louise (Louise Margolin) back from Brussels to study in Paris and decides to get rid of Marc but struggles to get Pierre's understanding. Observing everything, Song does not involve herself in such matters and maintains a distant friendship with Suzanne, mostly focusing on her film: Simon discovers a large red balloon that goes unnoticed by others and pulls it along as he traverses the streets of Paris, capturing the process on her camera, which becomes a film within a film. Subsequently, this red balloon seems to have a life of its own, constantly floating above the places Simon appears.
