General Francis (played by Ed Harris) of the United States Marine Corps, dissatisfied with the government's compensation and benefits for veterans and the families of fallen soldiers, leads his subordinates to smuggle the latest U.S. bioweapon - VX gas bombs - to Alcatraz Island, taking 81 tourists who are sightseeing on the island hostage and controlling it.
