The story takes place in a distant future, where every corner of the world has been ravaged by nuclear pollution, ecosystems have been nearly destroyed, resources are rapidly depleting, and humanity's survival is under great threat. To reduce the population, the government has stipulated that each family can only give birth once. John (played by Christopher Lambert) was once a special forces soldier, but an accident caused him and his wife Karen (played by Loryn Locklin) to lose their child. At the border, John was captured and imprisoned in an underground prison, where the guards implanted a device called 'ZED-10' in his body to monitor his every move, even his thoughts or dreams.
