Synopsis

In the early Qing Dynasty, Emperor Kangxi was still young, and treacherous officials controlled the government, causing great suffering among the people. The 'Heaven and Earth Society' was a grassroots organization aiming to overthrow the Qing Dynasty. The leader of the 'Heaven and Earth Society', Chen Jinnan (played by Lau Sung-yan) was saved by Wei Xiaobao (played by Stephen Chow) during an operation. Xiaobao then joined the society and was sent to the palace as an undercover agent to steal the 'Forty-Two Chapters' which contained secrets of the Qing Dynasty. The clever and quick-witted Xiaobao soon became a trusted confidant of the emperor and rose to a high official position. Xiaobao found himself in a dilemma, having to carry out his mission while also having become good friends with the emperor. Just as he was contemplating escape, his master Chen Jinnan found him and sent someone to watch him return to the palace. Soon, Xiaobao was pursued by the Ao Bai faction and the fake empress, leading to a fierce battle with members of the 'Heaven and Earth Society'.
