In the fourteenth year of the Republic of China, in Hanzhong's Foping County, a county with a history of four hundred years located in the depths of the Qinling Mountains, a true story unfolded. Due to its remote location, the county was cut off from the outside world and faced difficult transportation conditions. For many years, banditry was rampant in Foping, and the people's grievances were loud. In an effort to eliminate the band of bandits led by Chang Long, both County Chief Hao and County Chief Niu had previously lost their lives in office. On the day he took office, County Chief Niu was shot dead by Chang Long's gang in front of the Jiuer Tavern in the town square. It became a headache for the governor of Hanzhong to find a replacement for the county chief who could pacify the people and pursue the bandits. In a meeting convened by the governor, when Liu Ranweng, the brother-in-law of the provincial governor Yang, proposed relocating the county to Yuanjiadai, Zhao Boxiong, a protégé of the governor and who had just entered Foping, not only strongly opposed it but also volunteered to take the position of county chief. After taking office, Zhao Boxiong began to investigate the people's sentiments while also initiating the hunt for the Chang Long band. However, Zhao Boxiong did not realize that the previous two county chiefs had been killed and that the provincial governor and Liu Ranweng were pushing for the county's relocation because Chang Long had been bribed by Chen Kan Ye, who was related to Liu Ranweng, and were eyeing the substantial funds allocated for the county relocation. Despite suggestions from his two capable aides to exploit Chang Long’s infatuation with the tavern owner Jiuer to eliminate him, Chang Long decided that doing so would be immoral and opted to take advantage of the funerals of the two fallen predecessors to lure Chang Long down from the mountains and capture him in the city. As Zhao Boxiong had anticipated, after receiving a tip-off from the county clerk Zheng, Chang Long took the opportunity while Zhao was out of town for the funeral to descend from the mountains and enter the city, wanting to take Jiuer with him. During Zhao Boxiong's encirclement of Chang Long's gang, Chang Long accidentally shot and killed Jiuer, the one he loved most in his life. Just when Zhao Boxiong received Chang Long's challenge for a duel, the provincial governor Yang’s order to relocate Foping to Yuanjiadai had already been delivered to the governor of Hanzhong. In the duel, after Zhao Boxiong fulfilled Chang Long's wish to reunite with Jiuer in the underworld, Zhao Boxiong, having been stripped of his official position, went to Yuanjiadai to end the lives of Liu Ranweng and Chen Kan Ye’s group. A year later, an expedited document regarding the eradication of bandits arrived at the governor of Hanzhong's office.
