Liu Guozhong (played by Ren Dahua) is a police officer suffering from a terminal illness, with a bleak future ahead of him. He receives a mission to protect the daughter of a witness. Inspector Ma Jun (played by Donnie Yen) is a skilled martial artist who is determined to take over Zhong's position. Zhong's undercover agent next to the crime boss Bao Ye (played by Sammo Hung) unexpectedly dies under mysterious circumstances, leading Zhong to suspect Bao Ye. He brings Bao Ye in for questioning at the police station, but lacking evidence, Zhong reluctantly starts to fabricate evidence to accuse Bao Ye, while the entire police department is aware of this, except for Ma. However, the evidence mysteriously disappears, and when Bao Ye leaves the police station, he threatens to kill all of Zhong's men. Indeed, his cold-blooded assassin Jack (played by Wu Jing) ends up killing Zhong's subordinates.
