From the governor of Guangdong down to the lowest-ranking officials, everyone is on edge, prepared for any eventuality. Everything begins with a confrontation between officials and lawyers. The officials' opponent is the outrageous lawyer Fang Tangjing, who specializes in opposing the government. The officials receive news that Fang Tangjing will soon head south to Guangzhou.
