After experiencing a personal tragedy, Gia Summers moved across America to Maple Grove, a lakeside town, in order to start a new life. She began working in the town's parks and recreation department. She soon discovered that her boss, Don Hamilton, was running for mayor and was someone who believed in a "you scratch my back, I'll scratch yours" approach. She found that the evaluation criteria for her work, including park planning, were not just based on its value, but also on what Don could get in return from it. She learned a lot from the town's firefighters and became friends with them. These firefighters had been trying to persuade Don to transfer the parking lot of the fire station—municipal property—to the fire department so they could build a gym, as they currently used whatever space they could find in the fire station as a temporary workout area. Don was reluctant to do this simply because the fire chief, Greg Reed, refused to support his mayoral campaign.
