In the early 1990s in Hong Kong, it was common for taxi drivers to refuse passengers and charge exorbitant prices. A broker from an insurance company, Ah Kin (played by Anthony Wong), was highly capable in his job, and his envious colleagues did not know that his motivation for working was his beautiful wife and their unborn child. The police officer Ah Chong (played by Yuen Kok) was a close friend of Ah Kin, and they often enjoyed drinking and discussing happy and troubling matters together during their free time. On a stormy night, Ah Kin's wife was about to give birth, and he hurriedly called for a taxi, but the driver actually rejected him in favor of a higher-paying passenger while he was helping his wife downstairs. Later, another taxi driver agreed to take them when he saw the high fare offered, yet coldly ordered them to get out when he noticed that Ah Kin's wife was covered in blood. Subsequently, due to the dress being stuck in the taxi door, his wife was tragically dragged to death by the speeding taxi. Heartbroken, Ah Kin wanted to pick himself up with Ah Chong's encouragement but found it impossible as both his career and life spiraled into chaos. Remembering previous humiliating incidents with taxi drivers, he decided to become a taxi judge.
