After witnessing his parents die in a terrorist act during his childhood, Inoue possesses a remarkable ability for telepathy and an exceptionally keen observation skill. Despite being on the lookout for suspects, he is often mistaken for being lost in thought, leading people to question his job competence. Inoue frequently violates orders by directly going after terrorists, causing dissatisfaction among his colleagues. Fortunately, with the constant support of his superior, Soichiro Ogata (played by Shinichi Tsutsumi), Inoue is spared from reprimands.
